What is the role of the Resident Scrutiny Committee

Residents Scrutiny Committee carries out in-depth reviews of service areas and makes formal recommendations to Waltham Forest Housing Executive Management Team and Board.Scrutiny

How does the committee do this?

The committee identifies service area which may not be performing as well as others through performance data, complaints reports etc. They then investigate this in depth using a variety of methods including:

  • Considering all written material made available by Waltham Forest Housing
  • Reviewing the contents of the website
  • Interviewing key people who determine policy and deliver service
  • Consulting residents through Neighbourhood Forums and surveys
  • Meeting with the Tenants’ Council Office bearers
  • Carrying out observation and shadowing staff
  • Considering complaints files
  • Running Focus Groups
  • Benchmarking AH performance against other organisations.

 

The committee then report their findings and recommendations to the Executive Management Team and Waltham Forest Housing Board. The Executive Management Team produce an action plan based on the recommendations of the committee. The implementation of the action plan is monitored by the Resident Scrutiny Committee.

Choosing a topic

The committee chooses a topic for the next review based on feedback from Residents Conference, neighbourhood forums, performance data etc. The topic will usually be a service area which is not performing as well as it should be.

Preparation of review

The committee decides on the documents they require for the review and request this through the Inclusion and Engagement Team. They also discuss other methods of evidence gathering which would be useful and assign the task of collecting this to a member.

Gathering evidence

Each member gathers and analyses the evidence they were required to and reports their findings to the committee.

Reviewing evidence

The committee reviews the information they have collected and reach conclusions on their findings. They use this to make recommendations to Waltham Forest Housing.

Present findings

A report is produced by the committee detailing their findings and recommendations. They then present this to the Executive Management Team and Waltham Forest Housing Board. The Board determines if it accepts the findings and informs the committee.

Implementation

Executive Management Team will produce an Action Plan based on recommendations from the committee. The Resident Scrutiny Committee will monitor the implementation of this Action
